After the revolution, many of the so-called ‘Ceausescu children’ escaped from Romania’s neglected orphanages and ended up on the streets. More than two decades later, some 6,000 homeless people live in the city’s sewage and heating canals, many of them children. Not much seems to have changed for those forgotten by the authorities.
